  1. At some point the buck must stop somewhere in any organization and in this case it should stop at the top.

    Whether or not Pope John Paul II had a hand in the cover-up either by commission or omission we'll probably never know, but imagine the powerful message it would send the world about how seriously the Church now treats this cover-up scandal if it did not canonize the previous pope over this failure during his watch. It would go a long way, albeit only symbolically, to show the world that the Church is now treating this black mark on its history seriously.
