This is because only the Italian cardinals can be trusted to push the new trend toward a strict, reactionary moral stance in the Holy See after he is gone.

It's not because they are such firm believers but that they are jaded, hypocritical and know that such pap is only for the consumption of the plebes, anyway.

A liberal pope might be dangerous to the entrenched power structure of the church but a true believer from the provinces would be disastrous. God help us if the pope actually believed!
